The Minority in Parliament has accused Finance Minister Dr. Cassiel Ato Forson and Controller and Accountant-General Kwasi Agyei of unlawfully withdrawing GH¢1.4 billion from the District Assemblies Common Fund (DACF) account at the Bank of Ghana in November 2025.
The Minority claims this latest withdrawal follows an earlier removal of GH¢11.3 million from the same account between February and April 2025, which they say has worsened financial challenges for local assemblies and stalled development projects nationwide.
Minority Chief Whip Frank Annoh-Dompreh outlined the alleged transactions to journalists in Parliament on Thursday, November 13, 2025.
“On November 4, the Controller and Accountant-General released a payment into the DACF account. On November 11, they blocked the same payment, and on November 12, they swept the account. The total amount involved is approximately GH¢1.4 billion,” Mr. Annoh-Dompreh stated.
He further alleged that the Finance Minister and the Controller overstepped their legal authority in managing the Fund.
“The Minister of Finance and the Controller and Accountant-General cannot direct or reassign these payments. It is clear they are micromanaging DACF funds and redirecting them at their discretion,” he added.
The accusations come just days before Dr. Ato Forson is scheduled to present the 2026 Budget Statement to Parliament. The Ministry of Finance and the Controller and Accountant-General’s Department have not yet publicly responded.
