Government has issued a reminder to all Ministers of State to refrain from publicly announcing new policies or programmes without first securing Cabinet approval.

The directive, contained in a circular dated October 27 and signed by Secretary to Cabinet, Prof. Kwaku Danso-Boafo, follows what the government describes as a rising practice of ministers unveiling initiatives that have not been formally reviewed or endorsed by Cabinet.

The circular noted that such actions breach established governance procedures and violate the constitutional principle of collective responsibility, which requires that all major decisions reflect consensus at the Cabinet level.

“Cabinet wishes to remind all Ministers that no public policy, programme, or major initiative shall be considered a government policy unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the notice stated.

Ministers have been directed to channel all proposed policies, programmes and legislative measures through their Chief Directors to the Cabinet Secretariat for scheduling and consideration.

The move, the government stressed, is aimed at ensuring policy consistency, coherence in public communication, and respect for Cabinet processes.

Ministers were cautioned that any policy announced without Cabinet approval “shall not be deemed to represent official government position.”
