President John Mahama has directed the Auditor-General to carry out a forensic audit of Ghana’s hosting of the 13th All Africa Games in Accra.

According to a statement from the Presidency on Tuesday, November 4, the directive follows a submission by the National Intelligence Bureau (NIB) and underscores the government’s commitment to accountability, transparency, and prudent use of public funds.

The audit will examine all financial and operational aspects of the Games, including procurement, expenditure, infrastructure, and post-event management. Key areas of focus include:

  • Procurement and Contracting: Reviewing tender procedures, contractor and supplier selection, and compliance with the Public Procurement Act (Act 663), as amended.
  • Financial Management: Assessing funding sources, disbursements, expenditures, and sponsorship arrangements.
  • Infrastructure and Project Delivery: Evaluating project timelines, cost variations, and value-for-money outcomes for works executed for the Games.

President Mahama has also instructed that the audit assess the performance and coordination of all government agencies and committees involved in planning and executing the event.

The Auditor-General is expected to submit the audit report to the President by the second week of December 2025.

The 13th All Africa Games, held from March 8 to 23, 2024, attracted public criticism over costs, with over $195 million reportedly spent on infrastructure and an additional $46 million needed for operational expenses.
